Arusha Urban Water Supply and Sewerage Authority (AUWSA)
Customers are the most important visitors on our premises. They are not dependant on us, we are dependant on them. They are not an interruption of our work, they are the purpose of it. They are not outsiders to our business, they are part of it. We are not doing them a favour by serving them, they are doing us a favour by giving us an opportunity to do so.

Technical Department

The department is responsible for water production & treatment, water distribution, wastewater disposal & treatment, maintenance & repair and planning & construction activities of the Authority.

The Department is comprised of six namely:
- Planning and Construction Section
- Maintenance & repair Section
- Sewerage Section
- Production Section
- Water Network Section

( i) Planning and Construction Section
It has the followings major role functions:
- Planning
The section is involved in identifying demand for water over the planning period and co-ordinating the preparation of the strategic plan, which identifies proposal for meeting the established demand. - Establishing water supply and structural design standards and specification for all development works to be undertaken by the water Authority. -The section is also responsible to asses and recommends rehabilitation of faulty water infrastructures. -Assessing, designing and supervision of construction of water distribution lines.

- Construction of New Water Connections.
The section is responsible to give out to new customers the following services: - Survey of the connections, which includes plan, layout and cost estimate of the actual construction - Carrying out the construction and relaying all the customer particular to the database.

- Upkeep Of Buildings
The section carries out periodic repairs and maintenance of the Authority buildings.

- Construction of Extension Pipe Lines.
The section caries out extension of service lines to increase service coverage to customers, this is done in accordance to our strategic plans, Major aim is to remove spaghettis, and reduce customers connecting lengths. Aim hire is to reduce possibility of leakages and hence loss of water.

(ii) Maintenance and Repairs Section.
The section performs main two activities namely
- Routine Activities.
- Preventive /Corrective Maintenance Activities: -

Routine Activities.
- General Service of plants, motor vehicles and motorcycles according to their maintenance schedules.
- General maintenance of electrical and mechanical equipments and installations for the pumping infrastructures, AUWSA offices and buildings.
- Electrical power monitoring for water production infrastructures.
- Regular provision of electrical and mechanical spare parts to be purchased.
- To certify pumping scheme monthly electricity bills from TANESCO before payment is effected.
- Carrying out weekly or monthly water level measurement for the production wells in order to maintain good aquifer management practices for safe operation of the borehole.
- To prepare spare parts specification for annual tendering process purposes.
- Preparation of sectional monthly, quarterly and annual reports.
- Any other assignment as may be assigned by the Technical Manager.

Preventive /Corrective Maintenance Activities:-
- Repairs of vehicles, motorcycles and plants of the Authority.
- Installation and extraction of submersible pumps in the water production scheme.
- Repair of submersible motors and pumps.
- Repair of water treatment equipment and machineries.
- Undertaking of new electrical installations for new water schemes and infrastructure.
- To carry out an Energy Audit exercise for electro-mechanical infrastructures of the Authority to minimize running/operational costs.

(iii) Sewerage Section
The sewerage system was handed over to Arusha Urban Water Supply and Sewerage Authority from the then Arusha Municipality in September 1998 following establishments of Urban Water Supply and Sewerage Authorities in Tanzania. The sewerage service level is currently at 11.6% of City area and the sewer network is mainly covering the Central Business District only. The sewerage system comprises of 530 manholes, 35.4 km of various sewer diameters and five sewage treatment ponds with two sludge ponds.

Sewerage section is under the Technical Department and is headed by a Sewerage Engineer with two sub sections of Operation and Maintenance of Sewer Network and Sewage Treatment. There are nine sewer cleaners and three pond operators.

The main roles and functions of Sewerage Section are as follows;
- Plan for new Sewerage Development within Arusha City
- Survey for new sewer connections and supervise the customer’s sewer connections.
- Routine operations and maintenance of sewers and manholes by cleaning and removing sewer blockages.
- Sampling and analysis of effluents from the waste stabilization ponds for compliance to effluent standards
- Routine pond cleaning, repair and maintenance
- Supervise the construction of sewerage projects
- Sensitise people on need to connect to sewerage systems and proper use of the systems.
- Ensure that any sewage overflow is timely attended and reduce the causes of sewer blockages.
- Ensure that the effluent discharged into receiving water bodies is complying to discharge effluent standards
- Advice the customers, especially those who produce large quantity of polluted wastewater on

(iv) Production Section
The section is responsible for planning, developing and maintaining provision of adequate, clean and portable water for the Arusha City residence while conserving the water sources for sustainability. The major roles and functions are as follows:
- To ensure that there is continuous production and treatment of adequate water of the right quality all the time and make available to the urban population.
- Ensure that the policies, standards and procedures established for the water treatment are implemented and strictly adhered to.
- The efficient and effective management of water sources (boreholes/springs).
- Ensure that reporting and information requirements for monitoring the performance of water sources and water chlorination are established and properly implemented.
- Formulate long term plan and annual budget for water production and chlorination.
- Reports and provides management with information and statistics regularly, comparing actual performance with approved physical and financial plans/targets showing variances from planned performance and ensures that corrective measures are taken.
- Regularly determine resources requirement for proper production of adequate quality water.

(v) Water Network Section
- Leak Detection and Repairs.
The section is responsible for repair and controlling of the major leakages and minor leakages to ensure stable flow of the water in the system and prevent chances of contaminations, in an effort to minimise uncounted for water.
